European adaptation on labelling and release of formaldehyde in cosmetics

The substance formaldehyde (CAS No 50-00-0, EC No 200-001-8) has been classified as carcinogenic.

According to Article 15 of Regulation (EC) No 1223/2009, substances classified as carcinogenic category 1B shall not be used in cosmetic products.

All finished products containing substances listed in this Annex and releasing formaldehyde must be labelled as ‘Releases formaldehyde’ if the total concentration of formaldehyde released in the finished product exceeds 0,001 % (10 ppm), regardless of whether the finished product contains one or more substances releasing formaldehyde.
